For whom should one perform Til-tarpan (A rite of offering sesame seeds and water) and how to do it ?

The sesame seeds can absorb sattvikata and eliminate the Raja-Tama components in a higher proportion. When a seeker performs Til-tarpan, the black covering around the subtle bodies reduces, and their sattvikata increases depending upon the bhav of the seeker.

On Akshayya Trutiya, perform sadhana and experience God’s Chaitanya

Akshayya Trutiya marks the end of Satyayug and the beginning of Tretayug. The Hindu Scriptures consider the day that marks the end of one Yug (Era) and the beginning of another as crucial. It marks the end of Kalahakal (Time of churning) of one Yug and the commencement of the Satyayug of the next Yug. Since this day separates the Satyayug from the Kalahakal, the entire day of Akshayya Trutiya is considered a muhurt (Auspicious time).
