When prisoners are able to escape from jails in Congress ruled states, can the police be expected to nab the criminals who are operating outside?

Bikaner (Rajasthan) – Five prisoners have escaped from a jail in Nokha. This incident occurred around 2.30 am on Tuesday. The jail authorities got the information after two hours. The fugitives are still at large.
According to the authorities the prisoners first broke a wall in their cell and then broke a window and escaped from there. They climbed up the prison wall and then jumped down and escaped.
