Is this an allurement given by the Government to Hindus for getting converted

Thiruvananthpuram (Kerala) – Kerala State Backward Classes Development Corporation (KSBCDC) has decided to spend Rs. 5 crores for converted Christians from scheduled casts under various schemes in the financial year of 2020-21. An order detailing various scheme details for financial year 2020-21 has been released by the Principal Secretary Bishwanath Sinha as per the instructions from the Managing Director of KSBCDC.
The list of various schemes for 20-21 includes, but not limited to housing loan, wedding loan, home improvement loan, start-up loan, Medical/Engineering Coaching, scholarship scheme, personal loan, personal loan for the Govt. employees, personal loan for the High earning individuals and educational loans.
