Shehzad Bhatti and his associates were operating a clandestine network in India at the behest of Pakistan’s Inter-Services Intelligence (ISI). The suspects were using social media platforms such as Facebook, Instagram, Telegram, and WhatsApp to establish contact with Indian youths. The gang was attempting to lure many unemployed and impressionable youths into its network.
