It is being stated that there are three reasons behind declining this meeting:
1. The Prime Minister is currently focusing on internal administration and policy reforms.
2. Shah intends to establish a new convention where the Prime Minister meets only high-level dignitaries such as the President or Foreign Minister.
3. Nepal aims to maintain a balance between India, the United States, and China, and prefers to stay away from joining any specific bloc.
Despite this development, Sergio Gor stated that his Nepal visit was highly successful. He said that he met several ministers and leaders in Nepal and held discussions on enhancing trade, investment, and technological cooperation.
Maldives President had also declined meeting
Prior to Nepal, in the Maldives as well, Sergio Gor was refused a meeting by Maldives President Mohamed Muizzu. The Muizzu government had clarified that the Maldives is not interested in engaging with the United States on external conflicts, especially those related to the Gulf region. It also stated that the Maldives would not allow its territory to be used for any military operations.
