Antananarivo (Madagascar) – Rape is a heinous crime. Countries around the world have provisions for harsh punishment for rapists. If the crime is related to child cruelty, the crime becomes even more horrific. Madagascar’s Parliament has passed a law allowing for the chemical and in some cases, surgical castration of those found guilty of the rape of a minor, prompting criticism from international rights groups, but also finding support from activists in the country who say it is an appropriate deterrent to curb a “Rape culture”.
An important step to prevent incidents of rape – Justice Minister of Madagascar
According to Justice Minister Landy Mbolatiana Randriamanantenasoa, the law is needed due to a rise in child rape cases. There has been an increase in cases of rape of little girls. In a report it is stated that 600 incidences of rape of minors were registered in 2023, with 133 occurring as early as January this year.

Punishment will depend on the age of the victim
The law noted that surgical castration “Will always be pronounced” for those guilty of raping a child under the age of 10. Meanwhile, the cases of rape against children between the ages of 10 and 13 will be punished by surgical or chemical castration. The rape of minors aged between 14 and 17 will be punished by chemical castration. Under the new law, rapists will be castrated and sentenced to life imprisonment. Justice Minister further said that, ‘We are committed for the safety of children. The younger the victim, the greater the punishment for the offender. A law has been made that ‘no one will even dare to think about rape !’
