This organisation was established under the leadership of Sonia Gandhi in July 1991 after the death of Rajiv Gandhi. The organisation claims to be working in the fields of health, science and technology, women and child development, education, etc., during the period from 1991 to 2009.

The investigation committees include officials from the Union Home Ministry, Finance Ministry and the Central Investigation Team. Through this investigation, it was verified whether the organisation has falsified any documents while entering income tax or misused the funds received from abroad. Being found guilty of this, this organisation has been stripped of its license to receive foreign grants under the ‘Foreign Contribution Regulation Act’.
