Police issue notice to Hindu leaders ahead of Dharma Sabha in Mysuru, Karnataka, warning against hate speech

Bengaluru (Karnataka) – The Police department has begun issuing notices to Hindu leaders, instructing them not to deliver hate speeches at Dharma Sabha (Hindu religious gathering) organised in Karnataka. This has sparked controversy, as the notices are being served even before the ‘Hate Speech Bill 2025’ has come into force. Although the State Government has drafted and passed this bill in the Legislative Assembly to curb hate speech at public events, it has not yet become law, as it still awaits the Governor’s assent. Despite this, the Police have imposed various conditions and issued notices in advance to the devout Hindu leaders scheduled to speak at the Dharma Sabha.

Opposition from the Hindu Janajagruti Samiti

There has been widespread opposition to this move on social media. Mohan Gowda, Karnataka spokesperson of the Hindu Janajagruti Samiti, shared a photograph on X showing the notice issued by the Vidyaranyapuram Police in Mysuru to the devout Hindu leaders. Gowda stated, “The Police have issued a notice to the devout Hindu speakers who are to address the Dharma Sabha at Sri Kannika Parameshwari Temple in Mysuru, warning them against hate speech. Will similar notices be issued to maulvis, priests, and politicians who spread hatred?”

Sharath Kumar of the Hindu Janajagruti Samiti, who received the notice, said, “Earlier, we used to merely inform the Police about the event. Conditions were imposed only if there were protests. Now, a new condition stating ‘do not make hate speeches’ has been added to the notice. We are questioning why such notices are being issued even before the law has come into effect.”

Some of the conditions imposed by the Police in the notice –

1. Care must be taken to ensure that the sentiments of people belonging to any religion or caste are not hurt. No hate speech or provocative statements should be made during the event.

2. If loudspeakers are to be used, a receipt must be obtained from the concerned departmental office and submitted to the Police station, and proper permission must be secured.

3. Any procession must be conducted in a manner that does not obstruct public transport or vehicular movement.

4. Failure to comply with the above instructions or violation of the law will result in appropriate legal action.

5. Volunteers must be appointed during the event to ensure that no untoward incident occurs. Additionally, the concerned Police station must be informed by telephone two hours prior to the start of the event.

This is nothing but an attempt to suppress Hindus, and such notices are being issued to the devout Hindu individuals solely for the appeasement of Muslims.
