Mumbai – Individuals who kill cattle are criminals. We will apply MCOCA (Maharashtra Control of Organised Crime Act) to those who commit cow slaughter. Repeat offenders will face strict punishment with up to 10 years of rigorous imprisonment. Necessary amendments to the existing law will be made by the next session. A special campaign will be launched to crack down on illegal slaughterhouses in Maharashtra and action will be taken against those involved, declared Minister of State for Home Yogesh Kadam in the Legislative Assembly. This came in response to a question raised by BJP MLA Sanjay Upadhyay from Borivali (Mumbai) regarding a cow slaughter incident in Badlapur.
MLA Sanjay Upadhyay inquired about an incident on June 9, 2025, where police from Badlapur, during an inspection in Ambarnath, discovered cattle being slaughtered in a tin shed behind the house of Kaif Mansoor Shaikh. Over 500 kilograms of beef were found. He asked what action had been taken in this matter.
In response, the Minister of State for Home stated that 12 cases have been registered against Mansoor Shaikh, and he has been arrested. Deportation action will also be taken against this criminal. The cow is regarded as the “state mother.” The government will explore whether MCOCA can be applied to habitual offenders of cow slaughter and smuggling after verifying the necessary legal grounds. The killing of cattle will not be tolerated under any circumstances, and efforts will be made to ensure strict action.

BJP MLA Atul Bhatkhalkar questioned why the names of repeat offenders involved in cow slaughter have not been made public. He stated that those names are included in the notice, but not in the government’s response. He also alleged that police are not cooperating with cow protectors and suggested that identity cards should be issued to such protectors. In response, the Minister assured that efforts will be made to issue ID cards to cow protectors.

Shiv Sena MLA Amol Khatal stated that action should be taken against police in jurisdictions where cow slaughter is taking place. To this, the Minister responded that appropriate directives would be issued to ensure strict action by the police.
Government Committed to Supporting Cow Shelters
Congress MLA Aslam Shaikh asked whether the government will support farmers who are struggling to care for cows that no longer produce milk or have aged. The Minister responded that several institutions and organizations are running cow shelters (goshalas) and taking care of such cattle. The government will make efforts to strengthen and support them.
