Azhar, a senior commander in Jaish-e-Mohammed, was considered a long-standing adversary of both nations.In 2002, Abdul Rauf Azhar was involved in the kidnapping and murder of American Jewish journalist Daniel Pearl in Pakistan. This led the United States to impose sanctions on him in 2010.
