Ban on ‘Burqa’ and ‘Hijab’ in Kyrgyzstan, an Islamic country

Claiming absence of any mention of ‘Burqa’ in Sharia Law

(Hijab means a cloth used by a Muslim woman to cover her head and neck)

Bishkek – Kyrgyzstan, an Islamic country located in Central Asia, has imposed a ban on women wearing ‘Burqa’ and ‘Hijab’ as the Government has claimed that terrorists may hide themselves under ‘Burqa’ and ‘Hijab’. Kyrgyz Government has decided that women should not wear ‘Hijab’ in public places like walking on the roads and has imposed a fine for violating this rule.

1. The Muftiate, officially known as the Spiritual Administration of Muslims of Kyrgyzstan (SAMK) has approved the Government’s proposal and stated that the women who completely cover their bodies, look like aliens from another planet; therefore, they should cover only their faces.

2. It is not mandatory under Sharia Law to cover the body from head to toe and there cannot be any ‘fatwa’ against this decision.

3. All people should accept the Government’s order immediately. The decision has been taken for security reasons. People should follow the Government’s decision since there can be an increase in crimes in the absence of a ban on ‘Burqa’.

Severe punishment for violation of the rules   

Criminals are misusing ‘Burqa’. There have been several incidents of such misuse. There is a provision of imprisonment and a fine of 20,000 Som (Kyrgyz currency) for violation of these orders. The Government decided to implement this law in January 2025. The President has hinted of starting a special drive against those wearing ‘Burqa’. Approximately 90 percent of the population identifies itself as Muslim, the vast majority of whom are Sunni.
