Moscow (Russia) – Pakistan’s PM Imran Khan had appealed in a letter to Russia for supplying fuel at a reduced rate but Russia has not yet consented. Russia had proposed selling fuel at a reduced rate to India which India too had accepted. So Pakistan also tried to get fuel from Russia at a reduced rate but Russia does not appear to be enthusiastic about the proposal.
When questioned in an interview with CNN’s Becky Anderson if Pakistan was open to procuring cheap Russian oil just as India was doing, the finance minister said he would “surely consider” it.https://t.co/gj4Z1UMC76

If there is no fear of US restrictions, then we will buy fuel from Russia at a reduced rate, said Pakistan’s Finance Minister Miftah Ismail. He also affirmed that Russia had not proposed to sell fuel at a reduced rate.
