Information on the 1975–77 Emergency included in NCERT’s Class 9 textbook

New Delhi – For the first time, the NCERT has included information on the 1975–77 Emergency in its Class 9 Social Science textbook. An official of the Council has confirmed the development. The new textbook, titled Understanding Society: India and Beyond, describes the Emergency as “one of the greatest challenges to Indian democracy.”

Democratic institutions came under pressure and people’s freedoms were curtailed during the Emergency

The textbook states that public dissatisfaction with the Indira Gandhi Government had been growing in the early 1970s. Allegations of unemployment, inflation and administrative mismanagement led to protests in several parts of the country. Subsequently, a National Emergency was declared in June 1975 on the grounds of internal disturbance.

During this period, most fundamental rights were suspended, restrictions were imposed on the press, and many political leaders and activists were arrested. The textbook states that democratic institutions came under increasing pressure and people’s freedoms were curtailed.

Movement led by Jayaprakash Narayan also mentioned

The textbook states that Loknayak Jayaprakash Narayan mobilised students and ordinary citizens, leading to large public movements in the States of Bihar and Gujarat.

It further states that after the Emergency ended in 1977, general elections were held. The people expressed their verdict through the ballot, and the ruling government was defeated in the elections.

Other challenges facing democracy also included

Apart from the Emergency, the textbook also discusses other challenges facing democracy, including fake news, misinformation, damage to public property, violation of rules, poverty, regionalism, social discrimination and gender inequality.

NCERT has also introduced a new section titled “Democracy and You”. Its objective is to help students understand their role in the democratic process.
