Maharashtra budget presented with a revenue deficit of ₹40,552 crore !

Mumbai, March 6th – A budget of ₹7,69,467 crore aimed at promoting environmentally friendly development, sustainable agriculture, cultural preservation, and the vision of a developed Maharashtra was presented in the legislature on March 6th. Like in the past few years, this budget is also deficit-based. It shows a revenue deficit of ₹40,552 crore and a fiscal deficit of ₹1,50,491 crore. A positive aspect is that the deficit has decreased by ₹1,045 crore compared to the previous financial year.

The budget was presented in the Legislative Assembly by Chief Minister Devendra Fadnavis and in the Legislative Council by Minister of State for Finance Ashish Jaiswal.

Chief Minister Devendra Fadnavis announced that the ‘Chief Minister Majhi Ladki Bahin Yojana’ will continue and introduced a new scheme named the ‘Punyashlok Ahilyadevi Holkar Loan Waiver Scheme.’ He stated that the budget is based on four principles; progressive growth, sustainability, inclusiveness, and good governance; and is designed to help achieve the goal of a $5 trillion economy by the year 2047.

Before the budget presentation began, slogans praising Chhatrapati Shivaji Maharaj were raised in the House. Legislators of Nationalist Congress Party also raised slogans saying, “Ajit Pawar Amar Rahe.”

Announcements made by the Chief Minister

1. A 3rd Mumbai will be developed in Navi Mumbai–Raigad, and a 4th Mumbai near Vadhav.
State-level centers for 12 sports will be established.

2. Work on the memorial site of Chhatrapati Sambhaji Maharaj at Vadhu Budruk will be completed by 2027.

3. 70,000 employment opportunities will be created in Gadchiroli.

4. A metro connection will link Mumbai Airport with Navi Mumbai Airport.

5. 10 lakh houses will be constructed in Mumbai.

6. The country’s first ‘EduCity’ will be developed in Navi Mumbai.

7. Selected students will be sent to Indian Space Research Organisation and NASA for studies.

8. Significant financial provision for the Nashik–Trimbakeshwar Kumbh Mela.

9. A campaign to plant 30 billion trees across the state.

He stated that the budget is a strong step toward transforming the state into a $5 trillion (₹460 lakh crore) economy. The main focus is on empowering farmers, women, and youth.

Under the ‘Punyashlok Ahilyadevi Holkar Farmers’ Loan Waiver Scheme,’ loans up to ₹2 lakh will be waived. Additionally, 3.7 million women will be supported under the ‘Lakhpati Didi’ initiative, strengthening the foundation for women’s economic independence. According to him, the budget serves as a comprehensive roadmap for Maharashtra’s development.

He stated that the budget is not merely a set of financial figures, but the foundation for Maharashtra’s bright future. The budget aims to move the state toward the vision of “Developed Maharashtra 2047”, with a strong emphasis on infrastructure development.

Loan waiver of up to ₹2 lakh for farmers !

Under the ‘Punyashlok Ahilyadevi Holkar Farmers’ Loan Waiver Scheme,’ farmers whose crop loans were outstanding until September 30th, 2025 will receive loan waivers of up to ₹2 lakh. Additionally, farmers who regularly repay their loans will receive an incentive benefit of ₹50,000.

The loan waiver will be implemented according to the criteria recommended by a committee formed for this purpose, ensuring the stability of the banking system. The committee has also suggested long-term measures to help farmers become debt-free.

Target to increase tourist numbers to 38 crores by 2047

To boost tourism, the government has set a target of increasing the number of tourists visiting the state to 38 crores by 2047. Currently, the annual number of tourists in the state is about 16 crores.

To achieve this, priority funding will be provided through the Regional Tourism Development Scheme to modernize infrastructure at 50 tourist destinations across the state. Tourism investment facilitation centers will be established in Mumbai, Singapore, and Dubai, and efforts will be made to develop global-standard tourist destinations.
