Fiscal discipline possible through Estimates Committees : Om Birla, LS Speaker

Mumbai, 23rdJune –  The Estimate Committee helps to keep a check on proper utilisation of Government funds, goes to the actual place of work and evaluates. Transparency and accountability in transactions is possible only due to estimates committees. The estimate committee’s work is very important to bring transparency in Government’s working. Fiscal discipline is possible through the medium of estimates committees, stated Lok Sabha speaker Om Birla.

A two-day conference has been organised at Maharashtra Vidhan Bhavan on 23rd and 24th June 2025, in the background of Parliament’s estimate committee completing 75 years of functioning. The conference is being held under the guidance of Lok Sabha speaker Om Birla. The conference was attended by Prof Ram Shinde, Maharashtra Legislative Council Chairman, advocate Rahul Narwekar- State Legislative Assembly speaker, Maharashtra Chief Minister Devendra Fadanvis, Dy CM Eknath Shinde, Lok Sabha estimate committee chief Dr Sanjay Jaiswal, Maharashtra Legislature Estimates Committee Chairman Arjun Khotkar, etc. Brainstorming sessions on the topic ‘Review of fiscal budgets and their effective control and the role of the estimate committee’ will be held in this conference. Mr Om Birla further stated, “The Estimate Committee of a State that has effectively functioned, can be kept as an example by other States to follow that system.  During the coming period, efforts will be made to organise training camps for the members and the staff of the Estimate Committees.”

The Estimate Committees keep a tab on the allocation of funds for a particular work in the budget and its proper utilisation. These various committees of the legislature are in a way keep control over the Government functioning. The Government is answerable to the Legislature not only during the sessions but through the whole year because work goes on through these committees. It is a good system created by the Constitution. The StateGovernment implements about 70-75% recommendations of various legislative committees.

The work of the legislature estimate committee is very important for the State. Good decisions of various legislative committees strengthen the State’s financial system. Transparent working of these committees helps the State Assembly to work effectively. Such legislature committees are in a way like the State cabinet of ministers. As Saint Tukaram has advised to earn money by following virtuous practices and use it for the welfare of the people. The chairpersons and members of different States and Union Territories and members of both the houses of Maharashtra legislative committees attended the conference.
