
New Delhi – “We appeal to all political parties to adhere to the principles of constitutional morality, values, mutual respect and self-respect. It is acceptable to fight elections based on ideological principles, but it is equally important to respect one another. Leaders must foster fraternity in the country. To stop hate speech, there is a need to reform one’s thinking, as thoughts precede speech. Such conduct is not expected from you,” said Chief Justice Surya Kant while hearing the matter related to Assam Chief Minister Himanta Biswa Sarma.
1. The Supreme Court was hearing a petition filed by nine persons in connection with the recent speeches of Assam Chief Minister Himanta Biswa Sarma and a video circulated by the BJP Assam unit.
2. The video was alleged to target a particular community. The petition sought the issuance of guidelines to prevent false and hate speech by persons holding constitutional positions.
3. The Supreme Court raised objections to the petition during the hearing. The Chief Justice observed that the petition was directed against one individual. “For the present, withdraw it and file a fresh petition mentioning all political parties,” he said.
4. The Court further stated that petitioners should not create the impression that they are targeting a particular party or individual. “Even if we issue guidelines, who will ensure their compliance? We have issued several guidelines. It is the responsibility of political parties to implement them.”
