The Court stated that instead of actually working on the issue, the Governments appear only to be story-telling and building castles in the air. The Bench of Supreme Court with Justices Vikram Nath, Sandeep Mehta and NV Anjaria further stated that many States have given reports only on paper but have done nothing. After listening to the pleading of dog-lovers, victims of dog bites, animal rights activists and the Central and State Governments, the Court reserved its decision on taking action on stary dogs while directing all parties to submit their statements, in writing, to the Court within a week.
