
Amaravati (Andhra Pradesh) – In a cabinet meeting chaired by Chief Minister N. Chandrababu Naidu, Deputy Chief Minister Pawan Kalyan, who is also the chief of the Jana Sena Party (a partner in the ruling coalition), expressed strong displeasure over the land allotment and special concessions granted to the Lulu Group. He questioned officials for bending rules to favour the company. Even Jana Sena minister Nadendla Manohar demanded clarification from authorities regarding the concessions given.

Is Lulu Group setting up a food processing unit or a slaughterhouse ? : Pawan Kalyan
Pawan Kalyan asked, ‘What exactly is Lulu’s subsidiary Fair Exports going to do at the proposed Food Park in Mallavalli (Krishna District)’ ? The Government has allotted 7.48 acres of land for this project. When officials gave a vague reply that the facility would be for ‘food processing’, Pawan Kalyan pressed further, asking, ‘What does that mean ? Will they process fruits and vegetables—or slaughter cattle and export meat’ ?
His question reportedly created a tense atmosphere in the cabinet meeting.
No permission for cow slaughter : CM Naidu

Intervening in the discussion, Chief Minister Naidu said, ‘No permission has been granted for cow slaughter. Approval has been given only for a food processing unit’.
However, Pawan Kalyan continued to question the Government’s approach, asking, ‘Why is the Government acting so eager, as if Lulu Group is doing us a favour’ ?
He further added, ‘If the youth of Andhra Pradesh aren’t going to get employment from this, then what is the point of giving away our land ? We should not hand over public assets without meaningful returns’.
Concerns over lease terms and employment conditions
Minister Nadendla Manohar pointed out that the Government agreed to increase the lease rent by only 5% every five years, whereas regulations require a 10% increase every three years. Officials responded that the concession was given because Lulu Group promised to create employment opportunities. To this, Pawan Kalyan countered, ‘On what terms was land given to Lulu in Vijayawada and Visakhapatnam ? Even after getting Government land, is it fair that they dictate the conditions ? Lulu increases shop rents in its malls every three years—so why should the Government wait ten years to do the same ? There cannot be two sets of rules’.
