NGO funds used to finance Khalistani and Islamic terrorism under the guise of foreign donations

Blatant misuse of foreign contribution law; NGOs channelling funds to terror groups

New Delhi – Shocking evidence has emerged of foreign-funded NGOs being used to funnel money to terrorist networks. According to intelligence agencies, Khalistani and Islamic terror groups active in Canada, the UK and Australia are misusing various NGOs. Donations received under the guise of “Sikh welfare” or “human rights” are being diverted to fund jihadist propaganda and terror activities. Organisations such as Khalsa Aid, Sikh Relief, and the World Sikh Organisation are under the scanner. These funds have reportedly been used to organise events like ‘Shaheed (Martyrdom) Day’, where photos of terrorists from Babbar Khalsa International and Khalistan Tiger Force were displayed and glorified. Governments of Canada and the UK have increased surveillance on these suspicious NGOs, while Indian agencies are also probing these transactions.

1. Intelligence sources have revealed that some of these NGOs received funding from Pakistan’s Inter-Services Welfare Fund, which is under the control of the ISI (Inter-Services Intelligence). Though sent under the label of “disaster relief”, the money ended up with terrorists.

2. Investigations show that part of the funding was routed to Khalistani supporters through illegal hawala networks and crypto wallets.

3. These NGOs used community events to inject separatist ideology into the minds of youth. Many Gurdwaras and community centres are deploying digital platforms to spread Khalistani propaganda.

Islamic NGOs also under scrutiny

The intelligence report also reveals that Islamic NGOs based in Canada and the UK have funnelled money to terror outfits like Hamas, Lashkar-e-Taiba and Al-Qaeda. Donations collected in the name of orphan welfare and education were diverted to extremist groups such as Jamaat-ud-Dawa and Falah-e-Insaniat Foundation. These NGOs’ bank accounts were also used to cover other operational expenses for terrorists.

Hamas terrorists also funded through encrypted crowd funding

Some Islamic NGOs raised funds under the pretext of helping residents in Gaza, Rohingyas and Kashmiris. However, a significant portion of the funds collected through encrypted crowd funding was routed to terror outfits like Hamas and Islamic State-Khorasan.
