Washington DC (USA) – As it does every year, the US Commission on International Religious Freedom (USCIRF) has once again released a report claiming that minorities in India continue to face deteriorating treatment. Additionally, the commission has recommended imposing sanctions on India’s intelligence agency, the Research and Analysis Wing (R&AW). The commission has made this recommendation based on allegations that R&AW was involved in the assassination of a Khalistani terrorist.

1. According to a report by Reuters, USCIRF’s recommendations are non-binding, making it highly unlikely that the US Government will impose sanctions on R&AW.
2. Experts believe that the US sees India as a counterbalance to China’s growing influence in Asia and elsewhere, making any action against India improbable.
3. Previously, during the Biden administration, tensions between the US and India had risen due to allegations that pro-Khalistani elements in America were being targeted. The US had accused former Indian intelligence officer Vikash Yadav of plotting to assassinate Gurpatwant Singh Pannun, a Khalistani terrorist and US citizen.
What does the report say ?
The USCIRF report states that in 2024, religious freedom conditions in India continued to deteriorate as attacks and discrimination against religious minorities continued to rise. It accuses Hindu nationalist Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) of propagating hateful rhetoric and disinformation against Muslims and other religious minorities during last year’s election campaign. The report recommends designating India as a Country of Particular Concern (CPC) for religious freedom violations and imposing sanctions on Vikash Yadav and R&AW, including freezing their assets and banning their entry into the US.
Additionally, the report also recommends including communist-ruled Vietnam in the list of Countries of Particular Concern.
