AI Action Summit 2025 : Global Leaders Gather to Shape the Future of AI

The AI Action Summit, hosted in Paris on February 10 2025, has the ambitious goal of positioning France and Europe as major players in the global AI landscape, competing with the United States and China. This summit occurs during a period of rapid advancement and competition in the AI sector, highlighted by the United States’ announcement of the $500B Stargate plan and China’s development of DeepSeek, an AI model as effective as ChatGPT but at a lower cost. The summit, co-chaired by French President Emmanuel Macron and Indian Prime Minister Narendra Modi, aims to foster a global conversation on AI, ensuring that the voices of France, Europe, and other countries are heard.

The summit will address key themes such as public service AI, the future of work, innovation and culture, trust in AI, and the global governance of AI. It is the culmination of international efforts, including the AI Action Week in Paris from February.
6-11, which features events like the International AI, Science and Society Conference and a cultural weekend dedicated to AI. The summit commences at the Grand Palais with a forum involving various global stakeholders, followed by a summit of heads of state and government to discuss common AI actions2. High-profile attendees include OpenAI CEO Sam Altman, and possibly US Vice President JD Vance, along with senior executives from tech giants like Microsoft and Google.

A key development preceding the summit is the emergence of DeepSeek, a Chinese AI startup whose cost-efficient large language models (LLMs) have disrupted the tech industry. DeepSeek’s AI models have gained attention for achieving significant results with limited resources, challenging the dominance of US tech companies. The company’s open-source AI model rivals those of leading US companies, despite being developed with a fraction of the investment.
