Navi Mumbai – Although the Navi Mumbai Municipal Corporation claimed to have pruned thousands of trees and felled dangerous trees before the monsoon, reports indicate that more than 150 trees have fallen in the city so far. If the administration does not immediately establish an effective response mechanism, it will pose a serious threat to both tree conservation and public safety.

In a memorandum submitted to the Navi Mumbai Municipal Commissioner and the Mayor, Surajya Abhiyan warned that if effective measures are not implemented immediately, it would launch a legal battle and a public awareness agitation.

The memorandum was submitted by Surajya Abhiyan Coordinator Dr Uday Dhuri, accompanied by Shri Govind Prasad Dubey, Shri Balraj Jire, Shri Gulshan Dubey, Shri Anant Satpute and Shri Ashok Sawant.
The memorandum stated:
1. In the name of beautifying roads and footpaths, concretisation around the roots of trees has resulted in the “silent killing” of trees. Despite the administration’s claims, no tangible improvement has been seen.
2. Contractors are violating the orders of the National Green Tribunal by laying concrete right up to the tree trunks. As a result, the roots are unable to breathe, threatening the survival of the trees and increasing incidents of trees collapsing.
3. Trees across the city are being disfigured by hammering nails into them and erecting advertisement boards. This is illegal under the Maharashtra (Urban Areas) Protection and Preservation of Trees Act, 1975. The Navi Mumbai administration should take concrete measures to stop this.
Major demands made by Surajya Abhiyan

1. Criminal cases should be registered against contractors who pour concrete around trees in violation of National Green Tribunal norms and against those responsible for damaging trees.
2. If a person dies due to a fallen tree, the concerned contractor and responsible officials should be booked for culpable homicide.
3. The Municipal Corporation should compensate those whose vehicles or property are damaged due to fallen trees. Strict administrative action should be taken not only against the contractor but also against the departmental officers under whose supervision such illegal work was carried out.
4. On the lines of Delhi, a Standard Operating Procedure (SOP) requiring action within 24 hours should be implemented to prevent concretisation around trees and remove unauthorised signboards and nails.
5. All new road and footpath tenders should include a mandatory condition that contractors’ bills will not be approved unless at least one metre of open space is left around every tree. An independent audit of tree plantation drives conducted during the past three years should be carried out, and the actual data regarding the survival of trees should be made public.
