Guwahati (Assam) – The Special Intensive Revision (SIR) of the electoral rolls in Assam has been completed ahead of the Assembly elections. During this exercise, 5.86 lakh new names were added, while 2.43 lakh names were deleted, leading to the publication of the final electoral roll. Although the overall number of voters in the state has declined, data shows an increase in voter numbers across 8 Muslim-majority districts.

1. District-wise figures reveal that out of Assam’s 35 districts; voter numbers increased in only 10 districts. From an electoral perspective, these trends in demographic change and voter growth are considered significant. The data appears to reinforce concerns repeatedly expressed by Chief Minister Himanta Biswa Sarma.

2. While voter numbers declined in 24 districts overall, an increase was observed specifically in Muslim-majority districts. In 1951, Muslims constituted around 12% of Assam’s population. By the 2011 Census, this figure had risen to approximately 34%. In several districts, the proportion has crossed 50%. In many areas, the demographic balance is changing rapidly.

Chief Minister’s stated concern

Chief Minister Himanta Biswa Sarma has repeatedly voiced concern over Assam’s changing demographic structure. He has stated on various public platforms that if current trends continue, Assam could become a Muslim-majority state by 2041.

He has further warned that if the same pace continues, the Muslim population could reach 40% or more in upcoming censuses, potentially impacting the state’s social, cultural, and political fabric. According to him, this issue is not limited to statistics alone but is closely linked to land, resources, political representation, and the identity of local communities.

The increase in voter numbers observed in Muslim-majority districts after the special revision has once again brought the Chief Minister’s concerns into sharp focus.
